BUMDes Buniwangi Disulap Jadi Ladang Modal Bandar? Dana Desa Rp270 Juta Diduga Disalahgunakan!

Pengelolaan Badan Usaha Milik Desa (BUMDes) di Desa Buniwangi, Kecamatan Pagelaran, Kabupaten Cianjur, menuai sorotan tajam. Dugaan penyimpangan dalam pemanfaatan dana yang bersumber dari Dana Desa (DD) tahun anggaran 2025 mencuat ke permukaan, menyusul adanya pengembangan usaha yang dinilai tidak transparan dan berpotensi melenceng dari aturan yang berlaku.
BUMDes Desa Buniwangi sejatinya mulai aktif pada tahun 2022 dengan menjalankan usaha budidaya ikan mas, yang saat itu digelontorkan anggaran sebesar Rp 50 juta. Namun, pada tahun 2025, desa kembali mengalokasikan penyertaan modal sebesar 20% dari Dana Desa, senilai Rp 270 juta.
Dana tersebut disebut digunakan untuk mengembangkan unit usaha jual beli padi yang kemudian diolah menjadi beras siap jual.
Namun, hingga memasuki bulan Juni ini, kegiatan usaha tersebut belum menunjukkan hasil yang nyata. Pasalnya, musim panen belum berlangsung dan sebagian masyarakat tengah menghadapi masa paceklik.
Kondisi ini menimbulkan tanda tanya besar, terlebih muncul dugaan bahwa dana ratusan juta rupiah tersebut justru “ditanamkan” ke bandar padi, bukan untuk usaha produktif di bawah kendali langsung BUMDes.
Sejumlah warga menyampaikan keresahan mereka kepada awak media. Mereka mempertanyakan mekanisme dan transparansi pengelolaan anggaran yang semestinya dikelola secara profesional, terbuka, dan bermanfaat langsung untuk masyarakat desa.
Warga menduga ada penyimpangan, mengingat dana besar tersebut tidak disertai bukti aktivitas usaha yang berjalan sesuai rencana.
Menanggapi hal ini, awak media melakukan konfirmasi langsung kepada pihak BUMDes dan Kepala Desa Buniwangi. Dalam keterangannya, Kepala Desa menyebut bahwa kegiatan tersebut sudah diketahui dan mendapat persetujuan dari Pendamping Lokal Desa (PLD) serta Kasi Pemerintahan Kecamatan.
Bahkan, menurutnya, pihak Dinas Pemberdayaan Masyarakat dan Desa (DPMD) juga telah melakukan monitoring dan evaluasi.
Namun pernyataan ini justru menimbulkan polemik baru. Berdasarkan regulasi yang ada, penanaman modal Dana Desa kepada pihak ketiga, terlebih ke bandar padi tanpa melalui mekanisme kerja sama yang jelas dan akuntabel, merupakan pelanggaran.
Dana desa seharusnya dikelola oleh BUMDes secara langsung, bukan dialihkan ke pihak luar tanpa prosedur yang sah.
Mengarah ke Potensi Pelanggaran?
Jika dugaan penanaman modal ke bandar padi ini benar adanya, maka hal tersebut bisa mengarah pada pelanggaran administratif dan bahkan pidana. Pasalnya, Dana Desa bukan dana bebas yang bisa diputar ke pihak luar tanpa akuntabilitas.
“Ini bukan sekadar kelalaian teknis, melainkan bisa mengarah pada indikasi penyelewengan,” ungkap salah satu aktivis pemantau anggaran desa di wilayah Cianjur, yang enggan disebutkan namanya.
Masyarakat pun berharap agar aparat penegak hukum dan instansi terkait segera turun tangan untuk menelusuri aliran dana dan mengevaluasi seluruh kegiatan BUMDes Desa Bumi Wangi. Transparansi, akuntabilitas, serta kepatuhan terhadap aturan menjadi harga mati dalam pengelolaan uang rakyat.
